The creation of a network of small ports plays an important role in the development of small and medium business in the country. The maritime capacity provides the best opportunity for this. The article looks into the stages of creating small ports and the mutual obligations of the parties involved in this process. Small ports allow for transferring cargo at low cost. The priority here is to handle small cargo consisting of raw materials, agricultural, construction and other goods produced in the region.
